There are many references to Vietnam War and that era. Detective Lieutenant James Hawker is a sniper with the Chicago Police Department. After a series of questionable commands and a disastrous hostage situation, Hawker resigns. Jacob Hayes, the father of one of the hostages, contacts Hawker about working for him. Mr. Hayes tells Hawker about the people on Mahogany Key, a remote village in the Everglades. A group of Colombians are terrorizing the community. When Hawker arrives on the island, he assesses the situation and fines it worse than he expected. The people will not even look each other in the eye. He devises a plan to rid the island of the bullies but needs to convince the islanders to help. Hawker starts a neighborhood watch program and has several meetings with the community to build up morale. He wants the community to be able to protect themselves once he is gone. After a few skirmishes, the people get behind him and begin to take…
