President Esther has allowed Emma and a few of her friends access to Territory U (upper class). Their job is to get as many people as possible to sign a petition to have the walls between the territories. Emma and her friends uncover secrets the president is keeping. They.  Do what they. Can do to sabotage as much as they can.

The story has a steady pace but with a lot of action. The characters are developed and it is written in the first person point of view. I thought this book was better than book 2 since the story was moving ahead. The epilogue includes a wrap up on all the characters similar to the end of a movie. If you like books similar to the Hunger Games, you will enjoy this book but you need to start at the beginning of the series.
